Village homes plan near Grantham 'substantially changed' says parish council opposing it

A parish council says a planned housing scheme for 49 homes on the edge of a village is so different to what has been approved.

The scheme concerns a 2ha site, previously owned by Lincolnshire County Council, east of Low Road, Barrowby, which was approved at the outline stage in May last year.

The development, submitted by Solihull-based Platform Housing Group, is due to be finalised on Wednesday when it comes before the planning committee of South Kesteven District Council at the 'reserved matters' stage.

It is for 22 shared ownership homes and 27 homes at an 'affordable' rent on land said to be turning into 'scrub.'

Barrowby Parish Council has told SKDC planning staff: "The the scope of the changes cannot rightly be referred to as reserved matters. The changes are of such magnitude that the character of the development will be substantially changed.

"Road layouts and the alteration to make more cul-de-sacs will make the character of the proposed neighbourhood very different."

The parish council notes last year's approval did not feature setting aside a plot for a small supermarket, which it would welcome.

Having all of the homes as 'affordable' instead of the typical 30-35% "will cause anxiety on both the existing population and the new residents of the village," the council added.

Barrowby Neighbourhood Planning Group noted the earlier approved scheme was for detached homes and garages, with the new scheme being for 'small semis' with no garages.

The group also said the developer presented no evidence of the need for such affordable housing, adding the house designs were "undistinguished and detract from the visual character of the village."

The council report, prepared for Wednesday's meeting, also noted 23 letters of objection from nearby residents who felt the revised scheme was off inappropriate density, poor design and contained too much affordable housing.

The development, it continued, omitted a section of the frontage to Low Road, which would be used for a future local convenience store that would need a separate planning application. But commercial confidentiality meant a timescale for this was unavailable.

The site and adjacent fields are in the adopted Local Plan for up to 270 new homes involving three separate companies- the Platform Housing Group, Persimmon Homes and Larkfleet Homes.

Persimmon has submitted an outline planning application for up to 83 homes on adjacent land south of Reedings Road, Barrowby, and Larkfleet has yet to submit its planning application.

Planning officers, recommending approval to the 49-homes development, said it would feature landscaping and had been significantly revised to meet design expectations and the design would reflect local character.

SKDC's affordable housing officer said the homes would deliver 'much needed housing'.

As Barrowby is classed as a larger village, the development would not compromise its character. the development was on a site allocated for housing, and would provide an acceptable mix of homes to meet local need.

It would also be the first stage of a larger housing development on adjoining land, the council report added.
