50 homes near Grantham recommended for approval

Plans for up to 50 homes on the edge of a village near Grantham are due to be determined by South Kesteven district councillors next week.

The outline application concerning land west of Main Road, Long Bennington, will come before the meeting of its planning committee on Wednesday.

Applicant Steve Ablewhite seeks to build the homes on a 2.3ha site to the south of the village.

The committee will determine the application as it is considered a major development. Its key issues will be the principle of development, impact on the character of the area, impact on highway safety, plus flooding and drainage

The site, west of Main Road, comprises one large field, with the proposal to take up approximately just over three quarters of the field, leaving the south-western corner left undeveloped. It is already allocated for residential development in the Local Plan.

Proposals show an indicative site layout plan showing 50 dwellings on the site with a central access through the site from east to west and a series cul-de-sacs, with two to the south and one to the north-west corner.

Access would be from Main Road and the indicative plan includes public open space to the northern boundary together with the vacant area to the southwest together with drainage provision.

A planning officer's report said: "The indicative layout plan shows a proposed 36% (18 dwellings) of affordable units and an indicative overall housing mix of 28%, 62% and 10% for 2, 3 and 4 bed market dwellings respectively.

"The affordable dwellings are shown as split between 2 and 3 bed dwellings, which include the provision of shared ownership dwellings."

The report also said the proposals have been amended to incorporate comments made by flooding authorities, highways and nearby residents.

It continued: "These amendments to the indicative plan includes the provision of 11 bungalows, split between seven market bungalows and four affordable bungalows. These bungalows are shown across the northern boundary and into the north- western corner of the site."

The report noted the scheme would deliver homes at a gross density of 21.7 dwellings per hectare (dph), which is considered to be low at less than 30dph and considered to be a suitable density for this edge of settlement site.

"The house types indicatively proposed vary between 2 bed to 4 bed, however housing mix and house types are not being considered at this outline stage."

The report said Long Bennington Parish Council acknowledged the site is in the SKDC but it had objections concerning drainage issues, highways and its impact on village infrastructure.

However, the report noted Lincolnshire County Council sought £171,350 in a Section 106 agreement, seeking developer contributions towards secondary (£152,923) and sixth form (£18,427) education.

NHS England sought £33,000 for the Long Bennington Medical Centre.

Council publicity and two public consultations delivered 24 letters of representation from nearby residents, noting concerns over hedgerows, development beyond the village boundary, plus impact on local services, facilities, drainage and access. People also sought bungalows.

The planning staff looked at the issues raised and noting the site was allocated for development and met a range of planning policies. Therefore, they recommend councillors approve the scheme when planning committee meets next Wednesday.
