Village near Grantham recommended for 96 homes

A village north of Grantham looks set to accommodate 96 more homes.

The scheme, which is recommended for approval, concerns land north of Wilsford Lane, Ancaster.

It is due to come before the planning committee of South Kesteven District Council when it meets next Wednesday.

Members will consider the application from AFS Dean Ltd as it is considered a major application, with issues to consider including the principle of development, impact on character of the area and highway safety.

A report prepared for the meeting by council planning staff says the site is 3.75ha to the south east on Ancaster in an agricultural field.

The site forms a current edge of settlement site, but is already allocated for development in the Local Plan.

The report says access would be from Wilsford Lane to the south west corner of the site and this would include widening both the existing footpath and roadway on Wilsford Lane.

A total of 4,900sqm of public open space is proposed, including a 10m landscape buffer to the road, with further public open space running linear from south to north and including potential areas shown for a local equipped area of plan (LEAP) and local area of play (LAP).

The indicative layout plan states proposed 30% (29 dwellings) of affordable units and states an indicative housing mix of 4%, 31%, 41% and 24% for 1, 2, 3 and 4 bed market dwellings respectively, and an indicative mix of 14%, 52%, 31% and 3% for 1, 2, 3 and 4 bed affordable dwellings respectively.

The proposed development of up to 96 homes on the site would result in a gross density of 25.6 dwellings per hectare (dph), or a net density, based on a net site area of 3.26ha, of 29.5dph. Such densities are considered suitable for an edge of settlement site.

The report says the developer would be expected to pay Lincolnshire County Council £343,983 towards education facilities and NHS England £63,360 for better healthcare as part of a Section 106 agreement.

The report also noted the site is in an area of archaeological importance with Ancaster having both Iron Age and Roman remains. Heritage Lincolnshire thus requests a Scheme of Archaeological Work as a planning condition.

Public consultation, the report continued, led to 15 letters of representation raising issues concerning traffic, plus impacts on local services and facilities, existing sewerage and wildlife habitat.

However, the report says the site is already allocated for development and it can take 96 homes appropriately. Other concerns are met by the Section 106 agreement and thus the scheme should be approved.
