Grantham: Taco Bell turned down at former Pizza Hut

Plans for a Taco Bell in Grantham have been turned down.
Lionacre Properties sought to have the Mexican-style take-away and restaurant at the former Pizza Hut premises on London Road, as previously reported by Nub News.
Some 15 full time and 20 part-time jobs would be created with the venue open from 10am to 11pm 7 days a week.
However, Lincolnshire County Council told South Kesteven District Council the extra traffic using the take-away "would be unacceptable on the local highway network in terms of capacity and adverse impact on highway safety and therefore recommend that the proposals are refused."
Similarly, public consultation revealed similar opposition, with the ten respondents also warning of congestion at the Gainsborough Corner Junction, where Springfield Road meets London Road.
The opponents also raised other objections:

A report by council planning staff noted a restaurant could operate at the site without further planning permission, as such permission at the site already existed through its former use.
But the report noted extra housing planned at Spitalgate and on the army barracks would create much extra traffic in the area, despite the Grantham Southern Relief Road set to improve traffic flows in the area.
Their report concluded: "To summarise, the principle of a restaurant use on the site is already established through the existing lawful use, and the addition of a drive-thru is acceptable in principle on the basis that
it is part of the whole proposal and would utilise the existing building (therefore would likely pass a sequential test had one been applied). "The proposal is acceptable in terms of visual impact and amenity, however the impact on the highway within the immediate surrounding area is considered to be unacceptable due to the significant increase in traffic that would occur as a direct result of the proposal, causing further congestion at an already heavily used junction." Therefore, the application should be refused, due to it not meeting a range of national and local planning policies, they said.
