Planners clash with residents over Grantham homes development

Planners are backing plans for a terrace of three houses in Grantham despite local opposition.
Former Grantham mayor Adam Stokes has 'called in' the application concerning the 141 Stamford Street site, meaning it will be determined by the planning committee of South Kesteven District Council when it meets on Wednesday February 17.
Coun Stokes, who is ward councillor for the location, says the application is dominant and overdevelopment of the area, contrary to the local plan, it's design is out of keeping with the area and the scheme would generate too much traffic.
However, the full application from Nottingham-based Spencer Construction is recommended for approval.
A report prepared by SKDC planning staff for the planning committee meeting says the key issues for members to consider are the principle of development, impact on the character and appearance of the area, impact on neighbours' residential amenities and highways issues.
Their report said the site on the east of Stamford Street,
between numbers 141 and 143, is characterised by two-story terraces, served by one-way access from Springfield Road into Victoria Street and egress off Stamford Street. The site has approval for three dwellings, which was given in 2015. The report said of the latest scheme: "The application seeks Full Planning Permission for the erection of three dwellings, attached to form a short-terrace. Each dwelling would consist of a kitchen, dining and living area to the ground floor, alongside a W/C, with two bedrooms and a family bathroom to the first floor." Revisions have been made to the designs of the buildings during the application process following advice from council officers. Bin and cycle storage has been proposed to the rear of the site. However, council consultation led to 13 letters of representation raising points including parking concerns, highway safety, impact on views, character of the area and loss of privacy for the nearest homes, and impact on property values. Revised proposals led to further, similar concerns, the report continued. The report also noted the site was was in a predominantly residential area of Grantham and the principle of development has been established from the existing outline plans for three homes on the site. "The proposed development is not considered to cause significant adverse impact to the residential amenities of neighbouring occupiers," the report said. "Whilst the proposed development does not provide on-site parking, this is typical for a site of this nature and within this general area. "Furthermore, the application site is within easy access, including walkable access, to the nearby shops, public transport, and Grantham Town Centre." The report also noted any loss of property values was not a planning consideration, neither is loss of a view. Recommending approval, it concluded that taking the above matters into account, the proposal is "appropriate for its context", it met planning policies and "there are no material considerations that indicate otherwise" though approval would be subject to conditions."
